This measurement tool is developed by Oxfam based on the Women’s Empowerment Index. The framework that has been developed to measure women’s empowerment is presented with the characteristics and the indicators tailored to each individual context. The characteristics of the index can be applied to measure women’s empowerment in impact evaluations of development projects as well as used as a tool for project design and monitoring. The five steps involved in defining and constructing the Women’s Empowerment Index are outlined with practical examples derived from five years of experience in constructing and applying the index in impact evaluations. The last section highlights on the future evolution of the tool incorporating the continuous changes and lessons from the field.
