Human Rights Watch (HRW) conducted the research for this report in four geographically diverse states with varying track records in service provision for women and girls with psychosocial or intellectual disabilities. These states were selected because of the presence of strong local partners, particularly disabled persons’ organizations. HRW chose to document the situation of women and girls with disabilities in metropolitan cities such as Delhi, Kolkata (West Bengal), Mumbai (Maharashtra), Pune (Maharashtra), Bengaluru (Karnataka), and Mysore (Karnataka). However, some cases reflect the situation in rural India since the women and girls living in institutions often come from rural regions. Although the field research was primarily conducted in these states, relevant data and information from other Indian states were included to illustrate that women and girls with psychosocial or intellectual disabilities experience abuses across the country.
